Abstract
In this paper, the author analyzed and evaluated Japan’s postwar foreign student policy towards Indonesia and Thailand from the following perspectives:
1. Has Japan’s foreign student policy contributed for the human resources development of the student dispatch countries?
2. Has Japan’s foreign student policy contributed for the promotion of friendship between Japan and the student dispatch countries?
3. Have the recipients of Japan’s government scholarship contributed more to these goals than those who studied in Japan at their own expense?
4. Has the “Plan to Accept 100,000 Foreign Students” been effective in achieving these goals?
Based on the comparative questionnaire surveys towards those who studied in Japan, USA and those who never studied abroad but graduated from the universities of their home countries, interviews, analysis of name list of alumni of Japanese universities, statistical analysis in Indonesia and Thailand, the author reached the following conclusion:
1. Japan’s foreign student policy towards Indonesia and Thailand has contributed to the human resources development and promotion of friendship with Japan in these two countries.
2. The major difference was not found between the recipients of Japan’s government scholarship and those who studied in Japan at their own expense in achieving these two policy goals in these two countries.
3. Plan to Accept 100,000 Foreign Students” has been effective in achieving these goals.
