After the impact of the 2011 Great East Japan Earthquake and Tsunami, one of the effective missions of Tohoku Regional Bureau of MLIT, so-called Operation Comb, has shown the fast completion in securing the routes of rescue. The Tohoku Expressway and Highway No. 4 were cleared within one day and the mission was completed within a week. The research objective is to understand the reason behind the efficiency and success of this mission. The essence of the organization was analyzed by Design and Engineering Methodology for Organizations (DEMO). The document data collection and face-to-face interview have been conducted during May-June 2013 in Sendai, Miyagi prefecture, Japan. It can be a lesson learned for the future upcoming natural disasters in other countries.
