Large-scale natural disasters, such as tsunamis, know no border as they encountered not only a single country in one time. Collaboration and information supporting among the countries are very necessary. This study concentrated on the Indian Ocean and Pacific Ocean, so RIMES and PTWC were chosen as the case study. The essence of the systems was analyzed by Design and Engineering Methodology for Organizations (DEMO). The document data collection and face-to-face interviews have been conducted during September 2013-January 2014. The findings show some significant points which can be learned by researchers and policy makers, especially in the developing countries, to establish or improve their warning systems.
