This research describes the process of designing a faculty development program for enabling globalization of engineering education, which aligns with the institutional reform plan of Tokyo Tech. Any institutional reform agenda needs a parallel and commensurate staff and faculty development program to support meaningful policy implementation with impact evaluation research. The authors describe a rationale for adapting such an innovative approach to design a program from the perspectives of learners’ and institutional needs. The authors argue the case of evidence-based teaching and research linked to a reflective eportfolio for personal and organization continuous improvement as a means of achieving QA.
