This study aims to clarify how vitalization, tourism and underused land are made reference to in city center vitalization plan, and content and feature of activity for utilization of underused land that is planned and executed for vitalization. The result reveal that vitalization, tourism and underused land are closely connected with city center vitalization plan. Also, activity for utilization of underused land can be classified into 6 categories. Furthermore, the number of activities connects with whether there is area concept in background or not and fact that activity play role for connecting government and private sector, area, and tourism resource to each other effects on achievement goal. From this study, it is implied that it is effective to utilize underused land indirectly as a tool to realize area concept.
