We propose an agent-based simulation model to analyze and evaluate how many teachers should be allocated to elementary, junior high, and high school and when and how they will be trained under the budget constraints to make academic progresses. For this purpose, we consider a teacher model in which his/her teaching skill gradually falls but will be increased by training. We also incorporated the following three parameters into our model: skill of teaching to students (teaching), perception of the attitude of students (adjust), and knowledge to subject and topic (knowledge). We will analysis the effect of educational policy by using this simulation model.
