Abstract This paper proposes two agent-based models to analyze the　innovation process and the "creative justification". The models deal with the process to justify the resource mobilization for innovative ideas. The first model extends the model for cultural dissemination. The second model represents the uncertainty of innovation. The author runs a simulation using both models, and compares the results from successful simulation with those from unsuccessful simulation to justify the strategy for resource mobilization.
