Japanese tourism policy prescribes responsibility of local public bodies to make and operate programs which make use of area characteristics. Especially in traditional tourism destinations, cooperation between government, tourism-related organizations and private sectors seems important. This research selected Beppu, Noboribetsu and Atami which are traditional hot spring destinations as the objectives and analyzed cooperation between mass tourism and new tourism in tourism-based community development. As the result of analysis, it was revealed that the policy and venue for collaboration, contributions of entrepreneurs and artists, supports for foundations and focus on regional problems could be factors to promote cooperation while separation of divisions and focus on specific tourism area of the region could be factors of obstruction.
