Abstract Application of arc plasmas generated in water is expected for decommissioning of Fukushima No.1 nuclear power plant reactors. Characteristics of such plasmas are studied in detail in this report. The plumes of the arc plasma jets are measured when the DC arc current is set from 40 A to 200 A. The excitation temperature and the electron density are determined by optical emission spectroscopy measurement. It is found that the excitation temperature increases from about 6500 K to over 7000 K, and the electron density also increases in the order of 1016 cm-3 as the current increases. The temperature and density of arc plasmas generated in water are both higher than those of gas-phase arc plasmas.
