Abstract Construction consultants conduct user surveys to find users’ behavior and attitude on social infrastructures. The authors attempted to improve survey projects conducted in the past by introducing the “User Survey Design Process,” which amends two new processes to identify the stakeholders and the target users. We conducted three case studies; a road user satisfaction survey, an attitude survey on riverside development, and a cost-benefit analysis. The results show the effectiveness of the process. However, in the cases where the clients determine the survey specifications according to laws, regulations, or customs, strengthening theoretical background and accumulate examples is in need.
