Abstract This studyaims to comparethe COVID-19 pandemic’s impact on international studentsin Japan and the United Statesbased ona framework thatshowsthe influence of government policies and university responses on international students’experiences and choices. Analysis of 494 survey responsesindicatessignificant differences between international students inJapan and the USin 45information acquisition, financial difficulty, confusionregarding visas, and perceivedprejudice/discrimination, which seem to beinfluenced bygovernment policies and institutional support systemsinthe two countries. They also reported differentexperiences with online classesand counseling services. Participantsfrom lowor lower-middle-income countries tend to report more financial difficulty and impact on employment than those from upper-middle-income countries. More than half of the participants predicted decreasedstudent flow from their home countries.More concerted efforts by the government and universities will be neededto address international students’ specific needs and realize attractive and sustainable international education.
