Abstract China lags behind in the development of a comprehensive recycling and utilization system and infrastructure for urban waste, especially in the diffusion of new technologies and the entry of new enterprises. This article provides an overview of the current situation and policies on urban waste in China and identifies issues related to government-enterprise relations.
