Abstract This article provides an explanation of the “Act on the Promotion of Research, Development, and Utilization of Artificial Intelligence Technologies” (the “AI Act”), which came into effect in Japan on June 4, 2025. While the Act places emphasis on promoting AI research, development, and utilization, it also establishes an institutional foundation for risk management. Its distinguishing feature lies in adopting a uniquely Japanese approach.
