Abstract Climate-related risks have raised concerns about public health and social vulnerability. In this context, evaluating thermal environments in relation to the presence and dynamics of people has become increasingly important for developing effective adaptation strategies. Still, there are limited analyses that integrate dynamic population change and comprehensive thermal indices. This study proposes the Dynamic Population Thermal Exposure (DPTE), which integrates the Universal Thermal Climate Index (UTCI) with Mobile Spatial Statistics (MSS) datasets to clarify overall temporal patterns in population-level thermal risks. As a result, DPTE exhibited region- and season-specific temporal variations in thermal exposure, suggesting its potential to identify time-dependent public heat stress risk. This study may contribute to more accurate thermal risk assessment and support the development of climate-resilient and sustainable cities.
